After you have created your free Business PayPal account, you need to decide whether you will use their system for calculating shipping charges or our system. They are almost the same, but our system allows you more price-points for your shipping settings (PayPal limits you to five sizes of shipment, we allow for fifteen).
To set up shipping in our system, log into the system and in the blue Admin Toolbar across the top, click on the gear-shaped button on the far right and then click on Settings > Website Settings > Shipping. Click Yes to enable it, and then you can begin setting up your domestic and international shipping rates (international is optional, of course).
You will need to set up your state tax rate in your PayPal account if you haven't done so already. To set up taxes and/or shipping in PayPal, please take a look at the following short video. PayPal has recently made the front end of their system more easy to use and intuitive. Here is the video:

How to Set Up Your Taxes in PayPal
Here are the steps you will take in your PayPal account to set your Tax rate. After logging in, click on your Profile in the upper right (you may need to go to My PayPal first of all). In the window that comes up, go to Profile and Settings.
Next, you will look on the left for My Selling Tools and click to open that panel. On the right, find Sales Tax and click on it.
You can now set up your State tax rate for any in-state orders by clicking on Add Sales Tax. If for some reason you need to set an international tax, you can do that as well.
